I figured out the source of the sample: John Harris, a Californian poet who moved in the same circles as Bukowski. The vinyl that was sampled contains some Bukowski.

The voice has been digitally slowed and put through various effects. I compared to recordings of Bukowski before posting here and thought the cadence, which survives the various changes, was similar.
