Name of the book (1 Viewer)

Hi

So i'm trying to remember the name of the book.
In one part of that book, Bukowski wrote something like this:
"Cops shouldn't arrest an alcoholic because we are paying them to serves us, not to punish us, and they should bring an alcoholic to his home not to prison".

Can anyone remember from which book is this line?

didn't check, but sounds like from the 'Notes of a Dirty Old Man'-column.
I'm pretty sure it's in one of the Calonne-books.
